HOUSING POLICY & PROJECTS
The development will deliver a total of 388 units, of which 110 units (28%) will be delivered as secured market rental units as per the rezoning. The rental units consist of 19 studios, 49 one-bedroom units, 26 two-bedroom units and 16 three-bedroom units.

HIGH DENSITY HOUSING FOR FAMILIES WITH CHILDREN
The 35-storey mixed-use building contains 138 units (36.6% of total units) with two or more bedrooms (comprised of 76 two-bedroom units and 62 three-bedroom units) which may be suitable for families with children. The High Density Housing for Families with Children Guidelines are therefore applicable to the Development Permit application.

VIA THE VANCOUVER SUN
When Skyfront at Burrard Place breaks ground as expected at the end of next year, the multi-tower development will be the largest project of its kind in downtown Vancouver since the redevelopment of the Woodward’s building completed in Gastown in 2009, the project developers say.

The site situated within Burrard, Hornby and Drake streets will eventually give rise to two residential towers, including one that will stand 54-storeys, making it the third-tallest tower in downtown Vancouver after the Shangri-La and Trump Tower. It would also be the largest real estate project in the Jim Pattison Group stable of assets.

The $500-million mixed-use development, co-developed by the Pattison Group and Reliance Properties Ltd., will include more than 800 residential units, including 87 market rental units, and a third 13-storey office tower with 235,000 sq. ft. of space for rent and for sale.

The Skyfront project comes amid a frenzy of downtown tower construction that is transforming the Vancouver skyline, including several towers with roughly 2.2 million sq. ft. of new office space that has real estate experts scratching their heads about whether there will be enough commercial tenants to fill the space.

But Jon Stovell, of Reliance Properties, says the project’s residential component is the driving vision, and he thinks Skyfront will emerge as demand for homes in Vancouver remains at an all-world premium.

The towers will stand out at that location, he noted. “That height is very uncharacteristic for that part of the city,” he said. “The big towers like Shangri-La and Trump are in the downtown core amid all the other tall buildings.”

Michael Lee, vice-president of Jim Pattison Developments, echoed that the plethora of new large-scale downtown builds isn’t a deterrent.

“Whether it’s today or tomorrow, we don’t see that demand really changing, maybe other than just continuing to increase,” Lee said. “So right now we just think it’s the right time.”

He said the Pattison Group would retain the Toyota car dealership that stood at the intersection of Burrard and Drake streets for 42 years. “It will be three levels above grade and up to five levels below grade,” he said.

The space is ripe for a major upgrade, Lee said. “Our location, with the car dealership and the surface lot, was probably the worst asset in the neighbourhood so we think there is tremendous opportunity to help upgrade the area.”

Stovell said Burrard Place represents one of only six build sites approved by city planners that will be permitted to accommodate towers that tall. “These buildings were meant to have major architectural contributions to the city skyline, [and] have very high sustainability requirements in terms of their environmental footprint.”

The project, which launched in 2009, has now completed the rezoning process and on Monday received the required development permit from the city to move forward.

“This is probably the largest project in the downtown right now,” Stovell said. “It’s just around a million square feet and also the third-tallest building in the city after Shangri-La and Trump, at 540 feet.”

He said Skyfront rivals the Woodward’s redevelopment in magnitude, potential occupancy mix, and its expected effect on a neighbourhood.

Skyfront would rise about 30 stories higher than any of the buildings that surround it and would include an integrated mix of uses, including a grocery store, and community amenity contributions worth about $16 million. “To see a building like that in the south shore is really going to be a catalyst to a huge amount of change in that area,” Stovell said.

The latest steps for Burrard Place also come amid the decision in recent weeks to shutter and re-locate the nearby aging St. Paul’s hospital to a vacant plot of land near Main Street and Terminal Avenue — which could usher in even more high-density development along the south end of Burrard Street.

“We don’t know what’s going to happen there,” Stovell said of the current St. Paul’s location. “It’s going to take some time but it’s still a very interesting outcome.”

Stovell said the current explosion of available downtown office space wouldn’t deter their vision or strategy.

“We have a very large office portfolio already in our company,” he said, noting that the leasable office component is relatively small at about 136,000 sq. ft. of the total office component. “We are able to move our tenants through our portfolio as we grow and offer them the ability to give up a lease in an old building of ours and move into a larger space.”

He said pre-leasing wouldn’t begin until construction starts, which is expected to be in January 2016.

VIA CHANGING CITY UPDATES
We first posted this project nearly four years ago. The project was rezoned in 2014, and now the final design for the first tower has been past the Urban Design Panel. The project has a revised name – it used to be Burrard Gateway.

There will be two residential towers, office and retail on the Downtown Toyota site. A high building review was held for a 525 foot tower, and now the scheme has been further refined. the Urban Design Panel have already reviewed and supported the previous design.

In April 2011 the first version of the tower failed to show “architectural creativity and excellence, while making a significant contribution to the beauty and visual power of the city’s skyline”. A revised version got a more positive reception, and now we can see what the latest model for the scheme looks like. Overall there are over 800 units, mostly condo but also 87 rental units. Only the taller 54 storey tower is proposed in the first phase, with a grid design on one corner slightly reminiscent of the Bjark Ingles designed tower proposed not too far away on Howe Street

The biggest change to the project was to the office component. While IBI/HB have designed the residential towers, Bing Thom Architects totally redesigned the Burrard Street office building. It incorporates the 3-storey Toyota dealership into an extraordinarily curved and twisted office tower that will, when it gets built, be one of the most exciting building seen in the city in years.

The office should be going forward soon, and recent renders don’t show any significant difference. The second tower may change more, as it included a ‘busy’ screen elements that seem to no longer feature on the first tower (where they were a far less prominent part of the design in the first place). Apparently a third residential tower might be in the works as well, as Reliance Properties are said to have secured the 7-11 building at the northern end of the Hornby Street block and have indicated they want to build a tower of (very) micro suites.

Commercial uses have been distributed as retail, storefront offices, and potential live/ work along Harbourside Drive, as well as stand-alone office buildings in a campus-like setting at the western end of the site. The at grade uses relate to the light industrial and commercial uses to the north, and clustering the office buildings better positions the neighbourhood to attract a large-scale commercial tenant. Additionally, the placement of the stand-alone office buildings at the west provides an acoustical buffer between Harbourside Waterfront and the Seaspan shipyards.

A retail “high street” is proposed along Fell Avenue and Harbourside Place to animate these frontages and is intended to be the heart and energy centre for the neighbourhood. The hotel terminates Fell Avenue and forms a key element along the waterfront. AN EVOLVING VISION FOR THE FUTURE OF HARBOURSIDE
On the waterfront of North Vancouver lies Harbourside, a collection of lands partially developed by Concert into a business park. While zoning was in place to allow for a final phase of commercial space, Concert envisioned a different fate for Harbourside – the creation of a vibrant, mixed-use community; a place to live, work, shop and play all in an attractive, highly-walkable and sustainable neighbourhood. Following a successful Official Community Plan (OCP) amendment in July 2012, Concert’s proposal for a mixed-use Harbourside was approved by Council in June 2014.

The team is now advancing the design development of the community, and through that process identified the opportunity to create a more well-rounded and inclusive neighbourhood by including a seniors retirement community in lieu of the hotel that was originally planned. This change entail the same employment generation (50-70 jobs) and the same traffic implications as compared to the previously-approved hotel use. Before proceeding, this amendment must go before Council in a Public Hearing, the details of which are below. For more information on this change of use, including a complete rational, click here. REZONING PROPOSAL
Harbourside Waterfront was once known as the “Fullerton Fill,” a vacant, contaminated lumber mill and log sort site created by filling in a portion of the Burrard Inlet at the foot of Fell Avenue. In 1996, Concert acquired and subsequently rezoned the site to a mix of commercial, light industrial and auto mall uses. As part of the rezoning, major on-site community amenities were provided including the creation and dedication of Kings Mill Walk park, habitat restoration of MacKay Creek and a financial contribution to the City’s first all-weather play field.

From 1998 to present, Concert serviced and sold lots based on the original vision of a commercial business park. To date, considerable development has occurred on the central and northerly portions of Harbourside providing nearly
3,900 quality jobs to the City of North Vancouver; however, challenging economics, connectivity issues, and limited on-site amenities have made it difficult for the waterfront lands to be developed as originally envisioned.

Following a successful Official Community Plan (OCP) amendment that recognized a broader range of uses, heights and densities at Harbourside Waterfront, this rezoning proposal picks up where the OCP amendment leaves off and describes the specifics of how Harbourside could become a “complete community” with waterfront condominium and rental homes that would appeal to a broad spectrum of income levels and age groups, high-quality office space for a skilled workforce, boutique retail, restaurants and a full-service hotel.

A DYNAMIC WATERFRONT DESTINATION
Harbourside Waterfront will help to create a dynamic destination aligned with the City’s goals of transforming the western portion of the waterfront into a dynamic Burrard Inlet community amenity, regional tourist attraction and economic development driver. The development at Harbourside will add life and vitality to the existing business park by clustering a critical mass of complementary land uses, along with local amenities and services that will enhance the waterfront experience along the North Shore.

A VIBRANT MIXED USE COMMUNITY
The addition of residential development will yield significant community and financial benefits, the least of which include on-site public realm enhancements and accessibility improvements, and a significant cash contribution to
support other City initiatives. These will transform Harbourside into a mixed-use “waterfront destination” with its very own distinct sense of place that will draw those across the North Shore and beyond. In addition, the amenities will support new commercial development in reaching a critical mass of employment. The interface with nearby industrial uses and park space has been taken into consideration to contribute to a more complete and sustainable community on the North Shore. The development will support energy conservation, water conservation and the reduction of greenhouse gas emissions.

NEW HOUSING AND EMPLOYMENT
Significant employment will be created with the planned development that will serve local residents, employees and visitors to create a dynamic and active waterfront. High-quality employment space will address the need for larger scale employment generators as well as small scale storefront office to animate the street. Housing opportunities will include both rental and strata, providing a range of options and afford ability types.

STATEMENT OF REZONING RATIONALE
With zoning currently in place that would allow for a final phase of commercial development along the waterfront, Harbourside is slated to continue building on the City of North Vancouver’s original vision of for a commercial business park. But the status quo is not the optimal future for Harbourside. A more imaginative, more sustainable and more appropriate use for these lands has been envisioned and developed within this application.

Concert and their consultants have worked collaboratively with the City of North Vancouver and followed an extensive process of public consultation to develop a rezoning structure masterplan that focuses on the following:

PROMOTING A VARIETY OF USES
With the amended OCP that allows for a broader range of uses at Harbourside Waterfront, the purpose of this rezoning submission is to develop and elaborate on the concepts initiated. This proposal seeks to create a neighbourhood
destined to be a model of mixed-use development, a truly sustainable community for the City of North Vancouver and the North Shore.

REINFORCING CONNECTIVITY & VIEWS
Connectivity is a fundamental aspect of this rezoningsubmission, focusing specifically on improving pedestrian, cyclist, transit, and automobile networks. This proposal explores several options to improve connections to and
from Harbourside Waterfront, be it by foot, bike, bus or car. While impediments to the Spirit Trail currently exist between Harbourside and Lonsdale Quay, the applicant is committed to bridging discussions to help resolve them. Transit, and the applicant’s commitment to enhance the existing service, is similarly critical to improving connectivity. Traffic improvements are likewise essential, and are closely related to the sustainability objectives proposed.

DELIVERING A HIGH QUALITY PUBLIC REALM
A strong focus on the public realm, street design, internal pathways and building interfaces help to create a range of experiences for users. Dedicated public areas have been created in response to the public input with an expansion of the public realm into the private. The proposal increases the public park space from the original Harbourside rezoning, and the public open space has been increased considerably more.

CREATING A SUSTAINABLE URBAN VILLAGE
Retail and storefront office uses energize the area and provide an amenity for new and existing employees, park users, and the broader community. Office uses are provided in a variety of forms, and maintain and enhance the existing workplace nature of the area. Residential uses enhance the security of public spaces, provide vibrancy to Harbourside outside business hours, and also provide opportunities to live and work in the same community transforming Harbourside into a true, mixed-use community.

AFFORDABILITY AND ADAPTAPTABILITY MIX OF OCCUPANCY
Harbourside Waterfront is envisioned to be an inclusive mixed-use community welcome to all, regardless of social, cultural and economic status. It will contain places to live, work, shop and play all in a highly connected and compact environment.
Within this rezoning submission, the residential portion of the development will comprise buildings in a combination of street oriented townhouse units, and low-rise and mid-rise building forms. Each building will be designed
and positioned for the target market appropriate at the time of development permit stage. Each phase of development will have a mix of unit types.

A continuum of housing affordability is proposed for Harbourside Waterfront, with both strata and rental tenures. Approximately 800 homes are proposed in total, 700 strata ownership homes plus approximately ten percent of the residential development area as market rental (~7,359 sm) providing approximately an additional 100 affordable rental homes. Pricing for the strata homes will be subject to the prevailing market condition; however, buildings will be designed with a variety of unit types (one beds, two beds, townhomes, etc.) and specifications to provide a range of price points. The northern buildings will be positioned as more affordable housing opportunities. Live/work studios and residential townhomes with accessory home occupation uses are also being explored to create affordable opportunities for entrepreneurs.

ADAPTABILITY
Adaptable design refers to housing or housing features that are intended for use by people with disabilities or those who are limited in mobility. Adaptable design features will be integrated throughout the building and within individual homes to ensure homes are liveable for all.

In accordance with the “Adaptable Design Policy,” 25% of the homes will be designed to Level Two or better guidelines.

OLYMPIC STATION BY AURMON DEVELOPMENT

Aurmon Development has filed an application with city hall to rezone the 24,160-square-foot site currently a “community garden” at 371 West 2nd Avenue from industrial to residential use. The owner of the property now wants to use the land for a 12-storey condo development called the Olympic Station. The building will have 132 apartments and 172 parking spaces. The site was acquired by Aurmon in 2010 for $9,650,000, or $114 per buildable SF.

The garden was built in 2014 by the Shifting Growth Garden Society, a charity that acts as temporary land manager for properties awaiting development. “We provide an opportunity for those landowners to make some use of their land before they develop on it by creating a valuable asset to the community,” garden manager Adrick Brock told the Straight in a phone interview.

The proposal for Olympic Station is for a 12-storey residential building (10 storeys plus 2 penthouse levels) above a 6-storey residential podium (5 storeys plus 1 penthouse level). The proposal includes:

· 132 strata housing units;
· A height of 130 ft (39.6 m); and
· A floor space ratio (FSR) of 4.11.
· 5 studios, 78 – 1 Bedroooms, 37 – 2 Bedrooms and 12 – 3 Bedrooms

1335 Howe Street would provide 68 Studios, 175 – 1 Bedroom homes, 133 – 2 Bedroom homes and 13 – 3 Bedroom homes.

Townline proposes to provide 24,000 SF (1 FSR) of Heritage Density available to be transferred to this site. The increased density would be subject to an appropriate urban design evaluation and a review of the building form. Redevelopment of this site with a tower form appears feasible in the context of existing neighboring buildings. Adequate building separations can be achieved with the introduction of an architecturally distinctive residential tower with generous balconies and a lower, residential double-loaded podium. Ground floor uses would be comprised of 5 townhomes, a water feature with outdoor art space, lobby and amenity. Furthermore, while it is early in the process, Townline has begun to discuss the possibility of including a daycare on the 8th level with city staff.

A seven storey podium is proposed to match the heights of its adjacent neighbours, continuing the existing robust streetwall which characterizes the area. The podium has continuous balconies along its Howe and lane facades. These balconies bring the building face (window wall) away from the street, increasing privacy and noise protection from the Granville Street Bridge on-ramp and Lane. The ground floor of the building, half obstructed by the Granville Street bridge on-ramp, is split between townhomes on the North side, a residential lobby at the centre of the site; and a residential amenity at the far south end. A niche has been carved on the ground level for a water feature and art area between lobby and townhomes.

The tower itself, is centered on the site to provide 80’ or more of building separation between tower elements on the block. The 40 storey tower is rectilinear in character with a 6,500 sf floor plate with no dimension greater than 90’. The height of the tower reaches the underside of the Queen Elizabeth View Cone at 459.5’ above sea level. The floors have a varigated balcony arrangement that provides visual interest along with two tones of glass. An art light feature is proposed as hanging luminairs between crossing balconies, a strip of white lamps runs on South balconies while a strip of black hanging lights runs on North balconies. The 2 storey penthouse units are set in from the building edge below with their second floor hiding the elevator machine rooms and mechanical rooms typically found in tower appurtenances.

At 902 Davie, the building is made up of stratified elements that both conform to the logic of core to perimeter dimensions of the micro lofts, but also to the zoning that affects the site. The podium, lower base, middle block, and truncated top block are shaped by the contingencies of the situation. Each one of these strata or blocks includes a corner void that has been cut out of the original form that creates local cantilevers and momentary disruptions in the extrusion of the mass. The treatment of the facades articulates the tension between foreground and background, with ironically, the negative spaces positioned as “unique” elements within the field. We have chosen to work directly with the program demands as a way to make a simple building surface stand out, oddly enough, against the context. In combination with the highly impastoed red surfaces of the voids, the overall graphic and formal effect of the project contrasts the straightforward against the sculptural.

 

902 Davie Street will be comprised of micro-units between 175 and 275 square feet, with outdoor gardens every few floors and a rooftop space as well as amenities such as a dining spaces, an electronic library and a study hall.

According to Retail Insider, the tower’s podium includes a grocery store between 20,000 and 35,000 square feet in size. Although one of the building’s renderings suggest a Whole Foods store for the location, the grocery chain has not been confirmed for the site.

Micro Lofts / Residential Tower / 170,000 Square Feet …… When background becomes foreground

Some will love the facade design for the contrast it provides, but others will perhaps hate it for breaking the city’s condominium ‘cookie cutter’ homogeneity of green and blue-coloured glass towers.

Los Angeles-based Neil M. Denari Architects (NMDA) is responsible for the tower’s design of a bold, black ‘bee hive’ that highlight the perimeter dimensions of each micro-condo unit.

The building is located on the same city block as the Jim Pattison Group’s Skyfront at Burrard Place, which is another Reliance Properties project and accounted for in the renderings. Construction on the three-building project, which includes a 54-storey and 36-storey residential towers and a 7-storey office building, is expected to begin soon.

902 Davie Street has yet to reach the City of Vancouver’s formal application stage. But if approved, this will be Reliance Properties’ second micro-unit condo project in Vancouver.

In 2011, the developer transformed Burns Block on 18 Hastings Street into a 30-unit micro-condo development consisting of units between 226 to 291 square feet in size.

The curves allow the building to self-shade during the summer months as well as providing ample room for light to stream into the public alleys behind. This glass skin utilizes a unique composition of clear glass, fritted glass and spandrel panels to soften the expression of the building without detracting from the dramatic forms. The 55-storey building will be Vancouver’s third-tallest residential tower, behind the Shangri-La building and the Trump Tower.

At the ground level, the building is anchored visually and urbanistically to its context through careful landscaping and the inclusion of an automobile showroom at the corner of Burrard and Drake. This showroom is conceived as a sort of magical house of mirrors, with cars and shoppers appearing to float within the large open volume. Rather than elevate this showroom on a plinth, the floor of the interior showroom and exterior urban plaza are one continuous slope so as to retain a strong connection between the activity on the street and the activity in the building.

This $500-million project is a joint undertaking of Reliance Properties Ltd. and Jim Pattison Developments Ltd. Twenty-three lots between Burrard and Hornby streets north of Drake Street, including the Jim Pattison Toyota Downtown dealership site, have been assembled for this three-tower, mixed-use redevelopment project. This project will have two residential towers of 54 and 36 storeys along Hornby Street with a total of 810 new housing units, 33% of those being two-bedroom suites. A 14-storey office tower and a mixed-used podium containing market rental, condos, retail, office space and a car dealership. The entire project will add over one million square footage of office and residential space. The development will include a new neighbourhood centre run by Qmunity, an LGBTQ community organization, as well as $2 million for cultural facilities.

The City has received a revised application to rezone 1290 Burrard and 1281 Hornby Street from DD (Downtown) District to CD-1 (Comprehensive Development) District. The proposal is for a mixed-use development as follows:
•  Along Hornby Street, a 54-storey tower and a 36-storey tower, with a 7-storey podium, providing retail, office and residential uses, including rental housing;
•  Along Burrard Street, a 14-storey office tower, including a 3-storey automotive dealership;
•  A proposed floor space ratio (FSR) of 13.33; and
•  A maximum height of 525.7 ft. from base plane to top of parapet (the General Policy for Higher Buildings has identified this site as a location for a higher building).

Changes from the previous submission (dated June 15, 2011) include:
•  An increase in the floor space ratio (FSR) from 11.8 to 13.33;
•  An increase in the total number of residential dwelling units, from 619 units (including 538 market and 81 rental units) to 810 units (including 723 market and 87 rental units);
•  An increase in the number of parking spaces, from 802 to 813; and
•  Refinements to the design of the residential towers, and a revised design for the office tower.

 

TOWER B DESIGN RATIONALE
Tower B is the “front door” of the proposed mixed-use development. It anchors the critical and highly visible corner of Burrard and Drake Street. As the lowest of the three towers in the development with an important architectural mandate, Tower B unifies the expression of its two primary uses as an office building and a car display showroom in one distinctive built-form. This deliberate gesture sets it apart from the podium/tower expression of the rest of the development. The Toyota showroom, occupying the lower 3 levels of the building, is highly transparent with overlapping “fingers” of display floors along the Drake elevation. The office tower anchored by a cylindrical volume at the plaza level unfolds into a fluid glass wall above, fronting on Burrard Street. Around the corner on Drake Street, a tapering glass wall exemplifies the vertical dimension of the tower giving it a sculptural and slim profile. For privacy and comfort, the glass skin of the entire building will be articulated with “random” placement of insulated spandrels, fritted and vision glass, further animating the appearance of the building. The new centralized core of the office floor plate simplifies the structural system and at the same time provides a high level of flexibility for either single or multi-tenant use.
The sculptural building form with its articulated glass skin defines Tower B truly as a “jewel box” in downtown Vancouver.

URBAN DESIGN RATIONALE
In keeping with the previous UDP response to provide a generous public plaza along Burrard and Drake Streets, the current design also sets back generously on those streets creating an urban plaza with public arts and seating. A deliberate attempt to set back the entire Tower B from the podium of the adjacent residential tower on the north side creates another public space between the two buildings in the form of a pedestrian mews. It provides a midblock connection from Burrard into the rest of the development along the lane and a thoroughfare to Hornby Street.
The focal point will be a vertical water feature with green walls along the entire length of the neighbor’s blank podium wall. Against this back drop, public art, outdoor patio and public seating activate the space throughout the day.

The entrance of the Toyota showroom is strategically located at the corner of Burrard and Drake. Its undulating street wall defines an oval entrance forecourt to the office tower further up Burrard. The Drake Street elevation showcases a 3-storey and highly transparent street wall acting like a giant display window of cars which are uniquely arranged on multi- levels of display “fingers”. At street level, the interface between the public plaza and interior rooms is kept visually unobstructed. Extensive glass canopies along the streets provide continuous
weather protection for pedestrians and restaurants patrons. The strong visual connection between inside and outside is maintained even on the lane side. The lane and its shoulder areas will be rendered in contrasting color pavers giving the area a lively and urban character. Wherever
possible, curbs have been eliminated along the driveway. Instead, the different activity zones are defined with bollards, light stands and landscaping.
